Environmental Impact Assessment (EIA)

Environmental Impact Assessment (EIA) is a critical process that evaluates the potential environmental effects of a planned project before its implementation. In accordance with the EIA Regulation, preparing an EIA Report is often the first step required to initiate investment activities and obtain environmental permits.

An EIA process may be required before starting a new project or when significant changes occur, such as capacity increases, relocation of operations, or modifications to existing facilities. Projects listed under Annex I of the EIA Regulation must submit a comprehensive EIA Report prepared by institutions authorized by the Ministry of Environment, Urbanization and Climate Change.

Without an official decision stating either “EIA Positive” or “EIA Not Required,” projects cannot receive incentives, approvals, construction permits, or operational licenses. Therefore, completing the EIA process is essential before any investment or tendering activity can begin.

Failure to conduct the Environmental Impact Assessment process or to comply with the commitments stated in the EIA Report may result in administrative sanctions, suspension of activities, and financial penalties in accordance with the Environmental Law and relevant regulations.
