Environmental License and Temporary Activity Certificate

Matters to Be Considered in Applications to Be Made Within the Scope of Annex 3A / Annex 3B of the Environmental Permit and License Regulation
In order for Temporary Activity Applications to be made, the information defined in Annex 3A and Annex 3B of the Environmental Permit and License Regulation, together with the Common Documents and Specific Documents, must be prepared in full.
The application file for the Temporary Activity Certificate must include the information contained in Annex 3A (Application Form) and the documents listed under Annex 3B (Common Documents). The documents listed under Annex 3B (Specific Documents) shall be added to the file depending on the environmental permit/license subject to which the facility is subject.
In order to carry out an assessment within the framework of a holistic approach in line with the purpose of the Regulation, the Temporary Activity Certificate application to be submitted by the facility must include all permit/license subjects applicable to the facility.
Applications shall be submitted electronically only by environmental officers, environmental management units, and environmental consultancy firms authorized by our Ministry.
Applications for Temporary Activity Certificates must be submitted:
to the Ministry for facilities listed in Annex-1
to the Provincial Directorates of Environment and Urbanization for facilities listed in Annex-2.
If integrated activities or facilities subject to both Annex-1 and Annex-2 are located at the same address on behalf of the same operator, applications must be submitted to the Ministry as a whole.
The evaluation period for applications by the competent authorities is 30 days. At the end of this period, for facilities whose applications are found to be complete and appropriate, a Temporary Activity Certificate signed with an electronic signature is issued. The validity period of the Temporary Activity Certificate is 1 year. Based on the certificate date, it is mandatory to apply for the Environmental Permit and License Certificate before the first 6 months have elapsed.
If missing information/documents are identified during the review of the Temporary Activity Certificate application, the competent authority shall notify the applicant of such deficiencies. From the date of notification, the deficiencies must be completed and submitted to the competent authority within sixty calendar days. Applications whose deficiencies have been completed shall be evaluated by the competent authority within twenty calendar days. If the application is not deemed appropriate, or if the deficiencies are not completed and submitted to the competent authority within the specified period, the Temporary Activity Certificat
